Is there any kind way to tell your boss to get his act together?

I see my boss slacking off and I have to fill in the gaps a lot of times, is there any way to tell your boss to tell him off?

Sometimes hinting just doesn't work. If your boss' lack of effort is having an impact on your own workload then you really do need to tell him to get his act together. You need to be really clear with him and remind him how much harder your work is when you have to fill in the gaps that he's leaving. Don't be authoritative but be assertive with your feeling about the subject. It's unfair and he's probably only doing it because he is currently getting away with it.
